Fundamentals and strategies for effective Community Development within the CALD Community in Queensland

A)Definition of Key Concepts/Words:
Fundamental                 = importance
Strategies                      = plans
Effective                         = successful
Community                   = group of people with commonalities
Development                = Process
CALD Community        = non-English speakers’ heritage

B)The main question is: why it is difficult to form an effective community development organisation in the CALD communities
Some of the common reasons are:
Language barrier
Culture
Religious beliefs
Different Economic standard
Backgrounds
Origins  

C)Five (5) Stages of Economic Development within the CALD Community to watch for when forming a Community Development Organization

1. Traditional Society:  
limited information
unskilled
lack of resources
limited information and networks

2. Pre-condition for establishment:
Education
Skills
Resources
Networks
passion

3. The take-off to establish a Community Development Organization:
Finding the right people interested in your vision
Passion
Ideas
Dreams to share it with. It can be a
Family members, friends or networks

4. The Drive to establish a mature Community Development Organization in the CALD Community
Forming a management team
Executive Committee
First Board of Advisors
Second Board of Directors
Allocation of Shares (60 per cent for a founder, 40 per cent for other who wants ownership)
Delegation of responsibilities: every director must have a defined role, duties and responsibilities
 
5. The stage of service deliveries
Identifying does in need of CALD Community Development organization services
Researching organizations that are doing what you are doing
Connecting with these organisations to share your passions
Attending meetings, workshops, and networking events (Ambassador)   
Collection of information: online, magazines, meetings and conversion

2. "Locally Exchange Trading System (LETS)"
Collection of materials from members, community members, and networks to re-circle
Members of this community present in this space can trade with each other by establishing their own businesses so that they can support each other financially.

3. Sustainable Development Initiative (SDI)
Creating a not-for-profit business to serve as a financial lifeline for Open Hands Community Care
School, clinic, orphanage homes or mosques in Africa because it requires less capital than in Australia (to be owned by the board members based on shares)
Child-care Centre in Australia because it is in demand
Discount Shop (food, toys, clothes, stationeries, electronics, office supplies)
Retreat Centre

4. Advocacy for Change Action (ACC)
Establishing a charity fund to advocate and support CALD Community Development organization clients
E)Setting of Goals
One Year – what "CALD Community Development organization" should achieve in one year? Formulation of policy documents, By-Laws, Rules and Regulations, and Social Media Platforms
Elected Positions in CALD Community Development Organization are:
President
Secretary
Treasure

Two Years – who are those CALD Community Development organizations that should be inviting to own shares to raise funds for itssustainable Development Initiative?

Five Years – what CALD Community Development organization wants to own in the next five years – a school, clinic, care centre, community centre, childcare centre, orphanage home, mosque?

Ten Years – how does CALD Community Development organization transition leadership in ten years?

Founder/CEO and Co-Founders are titles that are not positioned in CALD Community Development organization that are not elective positions. The Founder is automatically the Chief Executive Officer (CEO) at the birth of the organization.


The CEO is a title that can be passed on or inherited by the next in line into the Funder in the case of retirement, illness or death CALD Community Development organization but it is based on the:

Services they have provided over the years
Investment in the organization, not contributions
Dedication by taking up roles, duties and responsibilities for about five to ten years, or above and
Commitment.


The founder's title will be buried when the founder’s died and a day is normally set aside to remember his or her work and contributions to a CALD Community Development organization. You cannot elect a founder or CEO. 

Executive Director is an appointed position by the Funder/CEO for a period. It could be from two (2) to five (5) years.

Director is an appointed position by the Founder/CEO, and It can be from one (1) to two (2) years

Board Chairman is an appointed position by the Funder/CEO and for a period – maybe three (3) to five (5) years.


F)Setting Up the Three (3) Structures of CALD Community Development organization

1a) Board of Advisors: Board of Advisors be able to create ownership for the organization through member investment. These are volunteers.


It should not be only people who are around you. Bring experienced and qualified experts from outside.

Do not be afraid to empower them because there is no real power with them. They are there to advise you and to support your dreams to succeed.

1b) Board of Directors: Establishment and appointment of the Board of Directors are members who take full responsibility for the organisation:

Again, there is no need to be afraid to empower them because 60 to 70% of the decision-making power is with the Founder/CEO and 40 to 30% with the board of Directors.

2) The Management Committee: Management Committee are the various directors appointed by the Funder/CEO to check on the:

Functions of the Executive Committee

The Management Committee is the middle structure that liaises between the Board of Advisors or Board of Directors of   CALD Community Development organization.


3) The Executive Committee: The Executive Committee are elected committee members who runs a CALD Community Development organization daily:

President
Secretary
Treasurer
